KEMITRAAN ANTARA PUBLIC-SWASTA: PERSPEKTIF TUJUAN, PUBLIK DAN TATA KELOLA PEMERINTAHAN
Abstract
Penelitian ini bertujuan untuk menganalisis pola kemitraan antara publik dan swasta yang diterapkan di beberap negara. Adapun jenis penelitian ini adalah penelitian kualitatif yang didasari atas teori tata pemerintahan baik menyangkut kebijakan pelayanan, infrastruktur, pembangunan kapasitas, dan pembangunan ekonomi serta dampaknya. Diambil dari beberapa litertaur tentang tata kelola pemerintahan Grimsey dan Lewis (2007), Bovaird (2004), dan Brinkerhoff (2002) yang mana dalam penelitian ini ditemukan dua hal yaitu: pertama, pelaku sektor publik (nasional dan transnasional) mencari mitra baru untuk berkontribusi sumber daya mereka yang unik dan kapasitas untuk mengatasi tantangan global yang pencarian telah menyebabkan beberapa 'teman seranjang,' gelisah yang menyoroti pentingnya memahami keunggulan komparatif dan kepentingan pelaku datang bersama-sama dalam kemitraan. Ini menempatkan penekanan pada dimensi mutualitas kemitraan jika sinergi diantisipasi harus diperoleh dari kompetensi khas yang berasal dari identitas organisasi. Kesimpulan ini sangat penting untuk keterlibatan diaspora dalam kemitraan pembangunan internasional. Kedua, sementara dominasi sektor publik dapat merusak manfaat diantisipasi kemitraan, jika publicness melekat dalam KPS adalah untuk direalisasikan, tidak harus kepentingan pribadi mendikte hubungan bersama. Mencapai keseimbangan yang tepat dari kepentingan dan insentif antara mitra heterogen menantang. analisis Goldsmith dari perusahaan sosial KPS dan pengurangan kemiskinan menimbulkan pertanyaan ini, seperti orang lain melihat sektor swasta dan kemitraan pembangunan internasional (misalnya, Kolk et al., 2008). Potensi kepentingan yang berbeda juga hadir dalam penggunaan FBO untuk pelayanan kesehatan, seperti yang dibahas oleh Bovaird (2004).
