THE STUDY OF LAW ON GOVERNMENT POLICIES ON THE FUNCTION OF WAREHOUSE RECEIPT AS NEGOTIABLE INSTRUMENT

Abstract
Community development should accompany by the development of laws aimed to maintain order, security, and justice in society, as well as to provide legal certainty, including in this case to protect the farming community with maintaining price stability to crops, in order not to fall on intermediaries who tend to harm farmers. The provision of warehouse certain to save the harvest is a step forward that should continue to develop so that farmers do not have to immediately sell their harvest when prices on the market harm the farmers, their legislation regulating the warehouse receipt and warehouse receipt system is an attempt to protect the peasants.It would be better if warehouse receipts are treated as securities to meet the criteria as securities. Thus the need for inclusion of the value for money of the value of goods contained in the warehouse receipt of the, otherwise the warehouse receipt is a letter-luggage. Then it will impose as securities that get into trouble, because they do not know the value of money, being debt securities that can be used as a means of payment that can be diverted or transferred with ease and as proof of legitimacy that the holder is the person entitled to the letter, in this case, the warehouse receipt.
